'll tell us how the administration is about to go with a prominent republican. let's begin with brianna keilar live in washington. congress is back in session for the big midterm election push and they've got a very big issue on their hands in the matter of whether or not to extend these bush tax cuts. this is -- this is going to be an interesting one to watch in the next couple of days. >> and this is the big issue, jim. this is the issue that in really less than four weeks because they're out of there again. they're out of washington again ahead of the election season, this is what they're going to be dealing with. and obviously, the issue that continues to resinate is republican leader john boehner who had said that he would go along with extending the tax cuts for everyone except for the wealthiest earns, which, of course, is what president obama has gone for. but it's created a jumbled message among republicans. because look at what some other republicans are saying. you have mitch mcconnell who is saying, no, i'm pushing legislation to keep these tax cuts in place across the board

that congressman boehner's comments suggest a willingness to agree to the president's position. we all use the middle class as a political football but extends the tax cuts for the middle class fairly quickly to give them certainty and make sure they know they will get help in tough economic times. >> you know there are plenty of people out there, including peter orszag, who until recently, your director of office of management and budget saying there should be tax increases for nobody. now is not the time to be increasing taxes. >> well, harry, i understand what peter argues, he argues we should extend the middle-class tax cuts for two years and have them expire. he believes if the price of doing that is having to extend the upper-end tax cuts that's what we should do. that's not the president's position because, let's be clear, harry, the tax cuts for the upper end, the wealthy, mostly millionaires, that's a $700 billion proposition the next ten years. the president does not believe that we should be borrowing $700 billion, most likely from overseas, to extend tax cuts follow folks, quit

federal investigators this morning and joins you now -- and joins us now with this live report. >> reporter: good morning, tori. yes, it's been almost a week since this fireball and explosion and fire here in san bruno. there are still so many questions. the ntsb is out here this morning. we're getting more information about where this investigation is headed. key among the question is how did this start, obviously and why did it burn so long? let's talk about the cause. the ntsb has been asking for anyone to come forward if they smelled gas in the days leading up to the explosion. there have been about 90 e- mails sent to the ntsb. but the ntsb said they only had one person who smelled gas and that was two or three weeks before this happened. if they didn't smell gas, that would be a clue. >> if people smell gas in advance, that suggests a failure, where gas is coming out and people smell it. that's a different kind of failure than a catastrophic failure. that would help us determine the cause of this explosion. that's why that's so crucial to us. >> reporter: there's also the

tell us that he escaped around to 3:00 pm and they had seen the armored truck with two people park around eight. police tell us that a gun man walked up to the truck and was trying to rob it. witnesses say they heard an exchange of gunfire. one of the armored truck employees was shot and the gun man ran off. the other employee drove his injured partner to the united medical center. he was bleeding badly, but conscious. there were a lot of people across the street and here is what these two men say they saw and heard. >> it was right there, right at popeyes. there was one shot and that was it. of the christian schaffer joins us live from the south baltimore headquarters of democratic incumbent patricia jessamy. christian? >> reporter: that's right. we're at the baltimore rowing club which serves as what she hopes will be her victory party tonight. it's expected to be a close race between her and attorney gregg bernstein. it's the first time she's faced a stiff challenge in her 15-year career. as some of the numbers that rosy was talking about earlier are definitely playing out in precincts in this area. i checked with a few precincts. let me give you the numbers. thomas johnson elementary school, 23rd ward, third precinct, 9.6% as of 4:00 this afternoon. the same building, another precinct, 10.4%. and south side academy in cherry hill, 8%. at arundel elementary school in cherry hill also, 8%. low turnout, they say usually favors an incumbent. we'll have to see if it plays out like this here. we'll watch the numbers as they come in. christian schaffer, abc2 news. >> thank you. >>> jessamy's opponent is gregg bernstein, a former federal prosecutor. he's attacked jessamy on everything

reach a boiling point. nbc's tracie potts joins us now from capitol hill. good morning. >> good morn pentagon. it's going to be a big day, a big week and a big season headed into the elections as congress tries to figure out whether or not to extend these bush tax cuts that are expiring at the end of the year. now, coming out of the weekend republican leader john boehner who had been critical of the president's plan signaled that he might support it in order to get something done before these tax cuts expire. but all hopes of a compromise were dashed when his party came out very strongly yesterday and said that these tax cuts must be preserved for everyone, the poor, the middle class, and, yes, the wealthy. those who make over $250,000. his party is not the only group to support that. we now know of at least three democrats who say, look, this is the wrong time with our economy still not on good footing to raise taxes. we need to preserve these tax cuts for everyone. so it's a fight not only against republicans but against some members of the democratic party as well. lynn? >> thanks
